Wind-Farm Case Loader

Loads bundled wind-farm case grids (pickle) together with optional GeoJSON
geographic context (development area, exclusions, export cables).

Requires ``pyflow_acdc[mapping]`` (``shapely``) for GeoJSON parsing.

Functions are found in ``pyflow_acdc.windfarm_loader``.
